Sisi approves amendments to agricultural land law

President Abdel Fattah El Sisi has promulgated on Wednesday law no. 14/2019 amending certain provisions of law no. 38/1976 on improving and maintaining agricultural lands.

The law had been previously approved by the House of Representatives. The amendments were issued in the official gazette.

According to the amendments to articles 1, 2, 3, 4 and 6 of law no. 38/1976 by virtue of the newly promulgated law, the Ministry of Agriculture and Land Reclamation shall be responsible for improving, maintaining and developing field irrigation processes within the limits of funds allocated for this purpose in the general state budget.

The ministry is required, under the new law, to abide by any agreements signed with the government in this respect.

The new law also obliges the owners of any lands undergoing irrigation development processes to facilitate the work of the ministry’s representatives regardless of the existing condition of the land concerned.

Moreover, the law makes it incumbent upon landowners to clear agricultural drains and provide maintenance necessary for any irrigation development operations carried out in their lands.

Also upon the amendments, the Ministry of Agriculture shall estimate the cost of irrigation process development operations per feddan to be paid by landowners at one time or in installments.
